Broadcasting on Adelphia Cable Channels 13 and 14, Charlottesville Public Access TV serves the citizens of Charlottesville and Albemarle County by promoting the use of local community access channels, providing television production training, and encouraging residents to produce non-commercial programming. It is owned, managed, and operated by Adelphia Communications in conjunction with Charlottesville City Council.

The Mission of CPA-TV is to enhance the unity and strength of the community
by providing:

A medium for community dialogue and educational and training opportunities.
A source of information of local, national, and international origin.
A forum for the exchange of ideas on issues and topics of community interest.
