Blackwater Creek Mitigation Bank site is located in Lake County in Central Florida south of the Ocala National forest and within the Wekiva Basin and occupies a key landscape position in the regional ecosystem.

The mitigation activities for the project enhance the ecological condition in the Blackwater Creek region of the Wekiva-Ocala Connector. The mitigation plan will result in a dynamic, self-sustaining ecosystem of several hundred acres of freshwater marshes, lakes, and freshwater mixed forested wetlands that will integrate neatly into the landscape mosaic of the Lake Norris Conservation Area.

The mitigation bank is contained within the Wekiva River Nested Basin, which is Basin 15 of the Saint John River Water Management District. Therefore, the bank may also be used for impacts to wetlands within the Middle Saint Johns River Basin, specifically, the Wekiva-Welaka watershed (Basin 14).
