I remember this being inaugurated when I worked at Citybikes.
It happened in the morning and it was a very pretty ceremony.
I believe that it was supposed to be helping bridge a gap between the mexican day workers and the rest of the neighborhood which is more office/service industry and hookers. A sort of honorarium to the latin day worker culture. I know it's still there and it is rarely bothered. It's a very sad little memorial.
