17世紀荷蘭人來台為防止暴動，便修築普羅民西亞[Provintia]城城堡，Provintia 荷文為永恆之意。建築高為10公尺半以糖水、糯汁攪拌貝殼灰，糊紅磚砌成，為四方形的城堡，在東北與西南角各有兩座凸出的菱堡。

咸豐年間在城堡舊址上開始出現中國式的樓閣建築。官府再把殘城高度鑿切一半，回填台基，建起「海神廟」，現在的赤崁樓呈現的則是，荷式城堡遺跡與清式樓閣建築共存。
